01 — The challenge
A high-profile local authority was pursuing significant enterprise-wide transformation across corporate and frontline services. Accountability crossed elected members, committees, directorates, statutory responsibilities and operational delivery—making apparently straightforward choices politically and organisationally complex.
Strategic outcomes, service redesign, programme governance and benefits tracking all existed, but not as a coherent executive portfolio. Leaders could see activity, but did not have a sufficiently clear view of priorities, capacity, dependencies and trade-offs to steer it confidently.
Alongside the immediate delivery challenge was a longer-term ambition: to reimagine how services could operate towards 2040, using AI and automation to reshape customer experience, processes, roles and organisational capability rather than simply digitise the existing model.

03 — The outcome
Leadership gained a coherent enterprise view of the transformation portfolio and a more active basis for prioritising work, resolving dependencies and making trade-offs.
AI and automation were positioned as operating-model choices rather than a separate technology programme—giving leaders a clearer basis for considering how services, roles and capabilities would need to evolve over the longer term.
The work shifted the conversation from receiving programme updates to steering collective outcomes. Teams could see how their initiatives contributed to the wider transformation rather than operating as a collection of separate programmes.
